The problem

What Is Trapped Capital?

Trapped Capital is money an organization has already committed, budgeted, or is spending that does not produce the full mission or asset value it should.

It accumulates through inconsistent scopes, fragmented investment decisions, uncontrolled change, weak baselines, limited contractor accountability, deferred maintenance, incomplete asset information, and procurement methods that do not fit the work.

FIP finds Trapped Capital through portfolio, condition, lifecycle-cost, performance, and execution analysis, then helps owners recover it through prioritization, standardization, accountability, and disciplined delivery.

Public-sector evidence

GAO has kept Managing Federal Real Property on its High-Risk List since 2003, and reports that federal building repair backlogs more than doubled to $370 billion from FYs 2017 to 2024.

Fractional Chief Capital Officer

Ongoing senior capital-program leadership to implement the roadmap, establish governance, manage the portfolio, update the capital plan, improve vendor performance, and report cost, schedule, scope, and outcome variance.

Built Where Performance Was Measured

FIP's Capital Efficiency methodology was shaped through twenty years of U.S. Air Force civil-engineering service and enterprise capital-program leadership at Walmart, Sam's Club, and Amazon: environments where asset performance, program cost, delivery speed, and contractor results were continuously measured and improved.

The methodology aligns those operating lessons with disciplined capital-planning practices: understand the asset, select the right investment, establish the baseline, control delivery, measure performance, and feed the result into the next decision.
