Strategic Execution Partners

Strategic Execution Partners provide defined work lanes such as licensed A/E services, surveying, geotechnical and environmental work, electrical and mechanical disciplines, paving, civil and site work, specialty trades, and other requirement-specific capabilities.

The Government receives one prime contractor, fully responsible for performance, and a team assembled for the actual requirement, not a pass-through arrangement and not a partner relationship built around convenience.

How we structure it

Safety First, Compliance Always

  • Safety is planned before work begins. FIP requires an Activity Hazard Analysis for every field activity. Accident Prevention Plans, EM 385-1-1, and other solicitation- or project-specific safety requirements are incorporated as required.
  • Limitations on subcontracting are modeled before pricing, not reconciled after award
  • FIP retains the primary and vital role required of the prime and avoids unusual reliance on any single subcontractor
  • Set-aside eligibility is an access mechanism, not a substitute for real capability and workshare
  • Opportunity-specific work begins under an NDA and written teaming terms defining roles, workshare, cost responsibility, exclusivity where applicable, and duration
  • The team structure is selected for the specific pursuit; legal structuring is reviewed with counsel where necessary

One Client per Pursuit

For any single solicitation, FIP supports one offeror. We do not hold or move competing offerors' bid or proposal information between clients.

  • Dual roles as advisor and potential teammate are disclosed in writing and separately contracted.
  • No price-to-win analysis where FIP is, or expects to become, a competing offeror.
  • Source-selection information is never sought.
  • The client alone makes its bid decision, establishes its price, and signs its offer.
